I have a Sony KV-28FX65U which i want to connect to my laptop. I bought a SCART to VGA cable which doesn't work so i'm wondering whether to get an S-VIDEO to VGA cable.
Any ideas please?

Your TV is CRT tv and i downloaded the manual to check its specs and type of connectors.
A simple SCART to VGA cable won't work, it is simply an adaptor to convert one type of plug into another, but the signals sent down the cable will not be compatible in-between (because of sync. problem the screen must support a horizontal scan rate of 15.625KHz, whereas CRT don''t.)
As example, You can buy a RJ11 to RJ45 adaptor but if you use it to plug a phone into an Ethernet hub it won't give you voice over IP!
Also the S-video to VGA simple cable will not work.
You need to Buy a VGA-to-RGB converter which i think it is little expensive , something like the one in the below link which have electronic components inside

Those cables will not work - you will need a signal converter box. This will convert the VGA (RGB) signal to Composite Video or S-Video.
You can buy them quite cheaply from somewhere like Amazon: -
