Hi,
i have a Xperia Arc S bought in March. Everything was working fine until i updated the firmware to ICS.
My phone is unable to charge itself when i turn it off...it charges fine when its on.
The blue LED lights up for a few seconds and the screen briefly shows the Sony Xperia bootup screen and then goes off repeatedly in a loop...this loop repeats during the entire time it remained plugged to the charger when the phone is off. The phone can then only be turned on when u unplug the charger when in this state.
i tried leaving it to see if it would charge anyway but it didnt. with a battery of 70%, i woke up next morning with 5% and the "rebooting loop" as mentioned still ongoing with the phone hot.
i took out the battery for like 15mins and put it back with same results.
I used PC Companion to reflash the firmware, repair firmware, did a complete wipe but still the same problem.
Currently, with this problem, this makes me have to constantly remember to switch off the phone when my battery is like 5% till i reach home so that i can turn it on to let it charge.
My Phone did not have this problem before the ICS update.

Yes, it is rooted. but i dont think that root is the cause of the problem those...although i hv no proof of this. i tink its got to do with the ICS firmware, maybe a clash of certain commands or something...im still thinking of other solutions...im pretty sure it isnt a hardware problem....lets keep each other posted..
do you have any antivirus, taskillers and/or battery apps?
also try to repair your phone and don't install nor activate any app, do you have the same issue?

i said that after i did a repair , i could charge my mobile ( while switched off without any problem ).
But as soon as i rooted it the problem came again
So..... root is the cause and i seriously don't know why
Please letme know whenever you find a solution to it
