Are you referring to tethering?

if so: Settings > more > tethering & portable hotspot > portable hotspot settings > configure hotspot > change the name and/or password

Imma take a stab and say, he's trying to change the device name as it appears on network router/gateway

Bad luck @20NY ,   you need root permissions to change net.hostname
