A Lie as name as Fast charging

I got a Sony UCH12W fast charger tried charging my phone with it using its UCB20 Cable, but it was no different from a normal charger.
As it was discussed in other topics I tried enabling battery care. But it doesn't make any difference, with the phone either on or off. It takes about 3h to charge.
I have used this charger for other fast-charge-suporting Sony phones and it charges them pretty fast. So I know the charger is OK.
I also tried other fast charge chargers and powerbanks with Qualcomm 3.0 standard and the problem persists.

Is it a hardware or software problem? What should I do?

My XZ charges to 50% within half an hour using the supplied (normal) charger so that's pretty fast in my book. Sure the second 50% takes much longer but I can get a good few hours of use from a quick 25 minute boost.

I have xperia xz as well, rang up Sony mobile Europe as I live in the UK and they refused to enable the quick charge 3.0 function on my phone. 

Qualcomm who invented the feature stated on their website that the phone manufacturer needs to enable the quick charge 3.0 function. 

I also told the advisor that I find it strange that Sony have added a mains charger that isn't quick charge 3.0 compatible and would cost me £45 to purchase making my xz purchase £600 instead of £549.

I am disappointed in Sony as a manufacturer and my next phone will not be Sony xperia.
