After factory reset my camera app is missing xperia c

Settings > apps > all > do you see it? if not, scroll to the bottom of the list > camera > enable

I still cannot find there is no camera option and even my walkman is not updating

That's rather odd, you could repair the phone with XC

Can you please boot to safemode and see if the camera is there or not, if it is not then follow through with Uliwoolys instructions.
