WHERE IS KPAC.EXE FILE?

I'm trying to find "kpac.exe" unpack tool in Internet and there isn't there.

Can you tell me where I can find it?
It's the same program "kpac.exe" than "kcap.exe"?

KPAC doesn't seem to be able to do it for every type of PAC file for some strange reason
