how to transfer dvd to tv

hey guys i tried to read as many tread but couldn' do them all. anyway i've got a w1 and bought a belkin serie pro pc dvd to tv i think i pluged it ok but the dvd doesn't play on my tv. the tv sound is going on my computer.
any advice? please help as i don't really want to buy a dvd player. thank you.

well there is one cable with 2 plug 1 red and one one white which are pluged at the back of my tv (the scart) to the computer (cercle whith an arrow going in) and the s video lead wich is also relied from the computer to the tv. when i try to play the dvd nothing happen but i have the tv sound going in my W1. any help?
