As in the title, anyone have any idea how much of an upgrade this is, and whether it is therefore likely to be an OTA update for 2020 sets?

Yes, that's what I'm talking about. But I don't think that article has anything about the likelihood of upgrades to only Android TV devices?
So if you already know that Google TV is only a different launcher for the Android TV platform why did you ask "how much of an upgrade this is"?
As far as rollout on 2020's models (or even earlier ones) is something that no one can tell you about it
