Multiple users

I am running Android 7.0 on Xperia xz. After doing factory reset I am unable to add users to the phone. It stays on checking network, adding a few changes this may take a few minutes. It worked OK before I reset phone.

It works as it should here, pull down the notification bar and tap on the user icon, choose add user, follow the step.
