My phone is Xperia E, android version 4.1.1 (kernel 3.4.0-perf, build 11.3.a.2.33). After last standard SW update (two weeks ago), tethering WIFI don't work. Connection PC-phone goes up, but there is no routing and is it impossible to surf. The USB tethering work fine.

Have you tried to connect any other device besides your PC to your phone?
You can try to remove the proxy and port settings for your APN to see if notice any difference. Go to Settings > More (Wireless & networks) > Mobile networks > APN or Access Point Names > Your Internet APN. Check if any details are set for Proxy and Proxy port. If yes you can try to delete them and save the APN.
Restart your device and try again.

yes, i've tried to connect others phones and more than one PC, but they don't work.
I have checked my APN configuration and the proxy and proxy port were still not assigned. I'm using the APN configuration pushed from my network provider.
I have also reinstalled the sw using standard procedure from PC companion, but nothing changed.

Well that is quite strange. Are you able to connect to a Wi-Fi network with your phone?
If Wi-Fi works as it should, I would suggest that you try to boot your phone into safe mode to see if the problem may be related to any 3rd party app that you have installed in your phone:
