How to video call(normal video call rather than using Skype like apps) ?

Yes,but Android needs a 3rd party app for a video call.

So it is dependent on a 3rd party app. And if thats the case, then , the app is also needed on the other person's phone . Or can be called by dialling regular cell number ?? Like Skype which needs to be installed on receiving and calling device as well as both have to be registered on each other's account ?? Suggest me an app that just needs the cell number to video call and don't charge extra fees  as well as don't need to be installed on the receiver's device.

Yes,an app like skype is required on both devices.I am thinking about Hangouts or Tango,but with these it has to be the same,both participants have to get them.
