Vibrate won't turn off

Here's a trivial one:

I recently did a factory restore and now every time I press the power button on the side to unlock my phone it makes a really irritating noise and triggers the phone to vibrate. This happens BEFORE I actually unlock the phone. I have turned off all of the vibrate settings that I'm aware of (settings>sound & notifications>other sounds). It's really annoying; does anyone have any ideas on how to turn this off?

Check if you experience the same while in > > > safe mode

it might be a third party acting up

What happens if you try to replicate it in safe mode?
