One ultimate attempt.
Goto settings -> Apps & notifications -> see all apps -> tap the 3 dots in the upper right corner -> show system -> scroll to camera app -> storage -> clear cache & clear data (don't mind the warning, nothing to lose here)
Your camera app will be reset.
