background data??

menu->support->tools->battery saver-> background data

im using gingerbrid, and i found this recently, what does it do? and what does it mean? does it affect the performance??

it allows apps to use data even in the background. well it does consume battery most especially if there are lots of apps sending data thru your network, you can see if they send background data before you install them (permissions).
