Power on Welcome sign shows for 5 seconds then unit shuts down. Then it keeps trying to repeat process but no further progress. Why?

The device cannot reboot due to some fault

if you have time have a look at the service manual and see if some of the troubleshooting in there apply to your unit. It is the HXDx70 series but I don't think is very much different.

Be aware that in order to operate most of the checking you'll need a service remote that is not the one shipped with the unit. In any case if your recorder doesn't boot, you won't need it...
