The water and dust protection page has a lot of details about the capabilities and limits of your phone:

First of all, Your device indeed has an IP rating. This means that under a strictly controlled laboratory environment, the hardware works as designed even after being exposed to specific conditions. These conditions don't include using buttons or recording videos.

Moreover, there is a clear statement there: Remember not to use the device underwater. If you accidentally get the device wet with non-fresh water, wash the device with tap water.

After exposing your phone to water, it’s important that the USB port is completely dry before a USB cable is inserted into it. To remove moisture from the USB port, shake your device several times with the USB port facing downwards and then use a micro-fibre cloth to wipe your device dry. Repeat the procedure until no moisture is visible in the USB port.

I think the last part is what caused the damage, leave your phone in a well-ventilated area for a few hours before you try to charge it again. If it still fails to charge then you'll have to contact your Local support and get your phone examined.

Charging port

Briefly submerged my phone in water to take a video of some fish which your official site states the phone is capable of doing with an ip rating of 68. When I came back to my accommodation a good few hours later and tried charging it my cable end started heating up and there was a burning smell. Now when I connect my phone it doesn't charge but instead sizzle. Suggestions?
