I'm not sure what happened it gradually started getting slower. But I've done a factory reset it's working fine now. But I want to know what the sim has to do with this?

I have sp Sony Xperia and I have been using it without sim card. Each time you switch on it asks for language setting. Also recently I had to do a factory reset because it got stuck on talkback mode and everything was running slowly I thought it was permanent. Is this all related to sim card?

Well that hasn't happened to me? I'm not using Gmail but Hotmail and outlook. It does go blank unless you are continually using it but you get that warning when you switch the phone on.

If I do buy and insert a sim card will I be charged or will they be able to track me? Will putting in a sim card make it work properly?

If you insert a SIM card you shouldn't be charged, settings > more > disable data > you can also keep the phone in airplane mode; you can always get a SIM card that has been deactivated.
