      <description>&lt;P&gt;So it is dependent on a 3rd party app. And if thats the case, then , the app is also needed on the other person's phone . Or can be called by dialling regular cell number ?? Like Skype which needs to be installed on receiving and calling device as well as both have to be registered on each other's account ?? Suggest me an app that just needs the cell number to video call and don't charge extra fees &amp;nbsp;as well as don't need to be installed on the receiver's device.&lt;/P&gt;</description>
