I bought a Sony Xperia Sp yesterday and after everytime restarting my set a notification says "Restricted access changed Emergency Service is blocked"..I cant call or message when the charge level is below 15 percent..What can i do??Please help me..

Does it work at all even after you charge the phone?

Lol I accidentally clicked the kudos button. This problem is not related with your phone but with your operator. if you're network strength is not good xsp will try to find an operator with good network signal and will try to register You with it. Basically you're under roaming. A working solution is to set the network mode to manual and select your operator from the list.
