I have ICS on my neo v too,but it's not laggy as you say.
ok,the only problem I've seen is that the phone app , (the one that you use to make a call) takes 2-3 seconds to open.
I have no random freezes, shutdowns, restarts etc.

As an overall experience it's fine.

I updated my Neo V to ICS just today, and I am loving it. I am extremely happy that I upgraded to ICS 4.0.4 from Ginger Bread. I was a bit weary initially after hearing all the issues that people were experiencing esp. WiFi, Lagginess and Battery drain. But now Wifi is faster, and i don't find any sluggishness and everything is fast as a bunny. At least the Xperia users in India (like me) are absolutely satisfied with the upgrade as I heard that Sony provides International firmware in India and Nordic. THANKS SONY , keep it up.
